Dhaka-Sylhet 4-Lane High way Construction work starts soon

The Construction work of Sylhet-Dhaka 4-Lane Highway is about to start soon. China Herbal Engineering Company CHEC is willing to start the construction work on G to G basis. But the cost estimation stands 43% more than the estimation done by Roads and Highway. The estimation has been lowered three times after bargaining and at long last 4-lane Sylhet-Dhaka Highway construction is going to start, confirmed CHEC by sending a letter to the Secretary of R and H Division of Bangladesh. It can be mentioned here that after negotiation the tender floated by Roads and Highway Division, adding 9% to the rate schedule of 2014-2015 has been unearthed. With that 11% VAT and Tax, the proposal could be furnished. But no common consensus could be attained.
In last year during Chinese President Shin Jhing’s Dhaka tour a memorandum of understanding was signed between the Secretary of the R and H and CHEC high officials for the materialization of the 4-lane Dhaka-Sylhet Highway. In keeping conformity with the R and H Division’s cost estimation CHEC will start construction of the Highway-a long cherished dream of more than 1 crore Sylhet-dwellers. It can be further mentioned here that CHEC tendered three times increasing cost estimation 58%, 43% and 14% more than the tender cost estimation. In order to construct 4-lane Dhaka-Sylhet 226 kilometers Highway, R and H Division floated tender with an estimated cost Tk 10,095’53 crore while CHEC has been estimated Tk 14,470.87 crore including Tk 375.51 crore surplus. Roads and Highways Division and CHEC could not reach the common consensus on the issue, the latter again proposed Tk 14524 crore for the implementation of the project. But the R and H increased the amount to Tk 12668 crore among which Tk 1856 crore is 14.65% more than that of cost estimated by the R and H Division. There has been rift between the R and H and China Herbal on VAT and excise duty. The CHEC says Tk 1,888.12 crore shall be paid up to the Bangladesh Government. For this 4-lane Highway will be constructed with expenditure in implementing the project. Besides, land acquisition, rehabilitation of the acquired land owners cost will increase the amount to Tk over 19,000 crore. At this Tk 84 crore will be spent per kilometre construction. Mean while Finance Minister A M A Muhith in a letter requested Roads, Highway and Bridges Minister Obaidul Quader to clear the project as soon as his convenience.
